URGENT LEGISLATIVE ALERT
Oregon Reintroduces Bill to Limit Suspension/Tire Alterations
A bill (H.B. 3147) has been introduced in the Oregon legislature that would severely limit vehicle suspension, body lift and wheel/tire alterations. Specifically, H.B. 3147 would ban vehicles whose bumpers are elevated more than 3 inches over the original manufactured bumper clearance. Identical legislation was last introduced in Oregon in 2001.
We Urge You to Contact Members of the Oregon House Committee on Transportation and Economic Development (List Attached Below) Immediately to Request Their Opposition to H.B. 3147
· H.B. 3147 would ban reasonably altered vehicles due to overstated concerns with bumper mismatch.
· H.B. 3147 discriminates against hobbyists and aftermarket parts makers by leaving it solely to the vehicle manufacturers to choose bumper heights.
· H.B. 3147 would force owners of modified vehicles to spend large sums of money to reinstall original components.
· H.B. 3147 would ban useful alterations that provide adequate clearance for on/off road capability and accommodate heavy loads, larger tires, improved suspension and water-fording capability.
· H.B. 3147 would impose a fine of up to $360 per offense for vehicles that exceed the 3 inch clearance requirement.
DON’T DELAY! This bill tramples on the rights of 4x4 vehicle enthusiasts in Oregon. Please contact members of the House Committee on Transportation and Economic Development immediately by phone or e-mail to request their opposition to H.B. 3417.
Please e-mail a copy of your letter to Steve McDonald at stevem@sema.org. Also, please forward this Alert to your fellow car enthusiasts. Urge them to join the SAN and help defend the hobby! Thank you for your assistance.

Have they lost their minds? This means you can only lift your vehicle with a 3" lift and maintain the STOCK tire size. That would make my Jeep Cherokee illegal with the 2 7/8" lift and 31" tires. So to be legal, I'd have to go buy new 225/70R15 tires or modify my front and rear bumpers down, which would cost more then stock tires. Think about your rig and where it sits now.
On the flip side, we would have to have 2 pilot cars with "OVER-SIZE VEHICLE" banners and lights to escort our rigs to and from our favorite 4x4 site.
I'd like to hear more about this, I haven't found any links...?

yea its not gonna pass......if they are concerned about bumper heights, what about lowered imports?? they need to address the other end of the spectrum on this issue if they are gonna try to ban suspension mods.... also alot of small cars will go under a stock height 4x4( ie, the bumper heights dont match)

Got this back from one of them
Dear Mr. Wolfard,
Thank you for writing and sharing you concerns about House Bill 3147. I appreciate hearing your perspective.
HB 3147 has been referred to the House Committee on Transportation and Economic Development, of which I am co-chair. With our busy schedule this session, I do not anticipate that we will have time to hear this bill or move it out of committee to the floor for a vote. If the bill does receive a hearing, I will be sure to keep your thoughts in mind. If you would like to follow its progress just in case, you can do so here: HB 3147.
Please feel free to keep in touch.
Best,
Tobias

Got this response in an e mail yesterday on this topic.
You'll be pleased to know HB 3147 is dead in committee. Our understanding is that Rep. Cannon introduced this bill as a courtesy to his constituent, a common practice. Understanding the economic impracticality of implementing the idea, the committee and the bill's sponsor did not push to move it forward.
