they told me i had to remove my plate in order to not be charged. During permit weekends they said the same thing, needed a permit for every rig with a plate even on a trailer i have also been told to remove or cover my plate if its a trailered rig I'm not to sure about the whole helmet thing, why should it matter if the rig is licensed or not. if the rig has a hardtop and/or caged if done right it would be safer then from the factory

if i remember right all these laws were made at the same time. they just had different dates they come into law. At the time they were being developed they made a bunch of harsher laws so when our people faught them at hearings these were the lesser laws settled on.
It may have had more to do with the sand rail deaths at sand lake than the pihl thing. considering all these laws are for public land and not valid on private.
we have a knee jerking reactive law process. everytime something happens there needs to be a law to fix it. instead of using current laws and holding the right people accountable for their actions.
