First remove the 3 nuts from the arm. then you will see that there are cone/crush washers holding the arm on. These can be very difficult to remove. you can spray them with some liquid wrench, or another liquid and let them set. Now find the slot on each washer where it crushes together. Drive a metal chisel in the slot at a clockwise or counterclockwise motion, until it somewhat loosens.(not shown). A hammer will loosen them also. pound on the steering arm in various places. you have to hit it pretty hard. Alternate doing this and chiseling. The washers will start to spin. You can now extract them using pliers.

Once you have removed all 3 washers, the arm should slide off. If not than some more hammering may be in order.

Here is a picture of the cone washers as described above. This process may seem harder than described, and in a lot of cases it is. So just keep that hammer in hand, and it will eventually come loose.
