I see lots of write ups about Goat moutain but they are all snow runs and they stay on the gravel roads as far as I know, I will make a stop at the local ranger station again and see what they say but I was in there about 2 years ago because they were talking about making a trail system, but they were only making it for bikes not trucks.

Update,
I just left the ranger station and here is the skinny on wheeling in Estacada and surrounding area's. There are NO established trail systems for class 2 ohv's (jeeps, suv's and trucks) at this time. You can travel on marked and established unimproved roads there are maps at the local station for 10 bucks that list these roads However, there are plans in process to add three new areas. One at dee-flats (across from prometory) zig-zag (above Sandy) and some where on the east side of Mt-Hood. I have the name of the person who is heading it up and will get as much information as I can. I know they will be having an open house soon but it is not scheculed as of yet. I will keep you all updated on the progress and let you all know what is going on. Hopefully we can get this as it would be great to see trails opened instead of closed.
