on a budget I would hands down trim the fenders and put on bigger tires. If you do it clean it will look lifted but keep your COG low and look nice. Other than that lift blocks and shackles are cheap. What suspension is up front?

Crank up the torsion bars a little, build longer shackles for the rear leaf springs and install a body lift. You should be able to fit 32's and maybe 33's on it.

yup... I did a 3" Body lift and a bit of fender trimming and was able to fit some 32"x10.5x16's TSL's on Camaro rims and had no real issues till I tried a hill climb in soft soil with shallow tree roots... and blew the front diff. But that's after a couple of yrs running the 32"s with the BL on and 32's the trimming I did to the front. after the hill climb...lol
