So I recently purchaed my first truck, a 91 yota with a what I was told is a 79' chevy 350 transplant...Grew up riding bikes & quads all my life, but a bit of a newb to the whole wheeling scene. I have a bunch of friends with trucks & whatnot, but I have a question for anyone that could help here...I heard that there is, or use to be a deq exemption form of some type that if I write one of the hot rod/street rod type associations a letter & send pics, that they could hook up an exempt from DEQ form of some type, even in WA county... Anyone heard of something like this? I also heard of an exemption that only alows a certain amount of miles driven (which is what this truck would be used for primarily) that could be obtained too...I know about the out of county type deal, just wondering if ayone had heard of the exemption thing....thanx for any info, much appriciated, cheers!

I think the truck needs to be 25 years old to get the SP(special purpose) plates. If you belonged to an official race club they might be able to write a race exemption but I think that limits you to a 50 mile radius from your house and only for a limited amount of time?

I know they do special plates and some or all are lifetime. I can not remember what it takes to get one. Just call deq and they will let you know what it takes.

This is the rules for "oregon show car/truck" laws. www.semasan.com/page.asp?content=emissions&g=semagaOREGON Oregon’s Department of Environmental Quality requires emissions testing in the Portland and Medford metropolitan areas prior to registration and as a part of the registration renewal process. Diesel Vehicles: Diesel vehicles in the metropolitan areas of Portland and Medford with a GVWR of 8,500 lbs or less are required to undergo emissions testing, but are provided with the same exemptions provided to gasoline powered vehicles in those area. Exemptions: 1. Pre-1975 MY vehicles (Portland) 2. Vehicles that are 21 MY old or older (Medford Their is also an Oregon "farm law" that allows people to be "Exempt from Oregon DEQ pollution control equipment and emissions testing." www.oregon.gov/ODOT/MCT/docs/FarmFAQ.pdfAnd still allows people to : "Personal use by the farmer, any member of his or her immediate family, or any person employed by the farmer. “Personal use” includes such things as taking the boat to the lake, hauling the camper, and going to the movies or the grocery store." Their are other exceptions but they are harder to get..

I thought I found a loophole but in reading closer I think a "street rod" has to manufactured prior to 1949. Alot of other exceptions are based off of this law, but this law is the first and overriding law it appears. I do fined alot of other states that have "street rod" exceptions that would allow you to be excempt from DMV, but none I've found in Oregon.. Yet... www.oregonlaws.org/ors/801.513 This is the "Vehicle of special interest" laws, but it requires the first law above, OR.. www.oregonlaws.org/ors/801.605or (B) Sanctioned as a vehicle of special interest by an established organization that provides for recognition of vehicles of special interest. If I read this correctly, you can get a special interest "plate" and be "DEQ" exempt if you meet "section B" of this law, but I'm not the law, so I would have someone double check what I think to be correct.

This is the "special intrests information" from the DMV.. www.oregon.gov/ODOT/DMV/vehicle/plateregular.shtmlSpecial Interest Vehicle General Information: This plate is issued to a vehicle that is maintained as a collector's item and is at least 25 years old at the time of application, a vehicle sanctioned as a vehicle of special interest by an established organization that provides for recognition, or is a street rod as defined by ORS 801.513. This plate is also issued to a vehicle that is a racing activity vehicle as defined in Oregon law. Vehicles may only be used for exhibitions, parades, club activities and similar uses. Plate Fees: $12 (one plate issued). Available For: Passenger Vehicles, Motor Homes, Buses, Mopeds, Motorcycles, Trucks, Travel Trailers, Campers, Special Use Trailers, Heavy Trailers and Light Trailers.

Make friends with some one at a shop that does smog testing. Jk In SoCal there was lots of shops that for a fee would "make it pass". Even had one on the Marine base do that for a guy in the shop so he could register his car and get a base pass. Probably better off investigating the plates above or finding a friend or family out side of the smog zone and registering the vehicle there.
Just throw this out there for vet's For veterans with a VA rating there's another plate. They don't expire, one time 35$ for registration and plates and all that's needed is the paper work stating the rating.
